The Head of State signed a decree "On additional measures for the comprehensive development of the healthcare sector".
From August 1, a unified system of interaction and coordination of perinatal and screening centers, as well as structures responsible for the health of mothers and children in primary health care institutions (family doctors, pediatricians in women's clinics, prenatal screening rooms, medical teams, and others) will be launched.
This system provides for comprehensive monitoring of women in this situation.:
creation of a single database for comprehensive monitoring of pregnant women;
providing the necessary advice based on the generated data.
In 2021, the authorities will allocate 26 billion soums from the state budget for additional provision of medicines and medical devices (vitamin K, surfactant, etc.) to mothers and children, as well as women of reproductive age.
Starting from 2022, an additional 8 billion soums will be allocated.
The funds will be allocated for reagents, reagents, consumables and maintenance in order to fully and effectively use high-tech laboratory equipment in children's medical and maternity institutions.
Starting from June 15, the amount of funds allocated per capita for receiving medicines and medical devices will be tripled.
For these purposes, the Ministry of Finance has pledged 165 billion soums by optimizing investment projects in 2021.
The authorities also organize two-week training courses on management in the field of medicine to train all heads of regional, district (city) medical departments until the end of the year.
A list of guaranteed volumes of medical care will be approved in all regions.
Starting from June 1, the post of deputy head for digitalization and public-private partnership will be introduced in the structures of the Ministry of Health and its regional departments.
In each district (city) polyclinic, in turn, there will be a position of an IT operator-a nurse working with an electronic system.
Future employees in this specialty will be pre-trained in computer literacy.
In addition, the Ministry of Health was instructed to approve the Strategy for Digitalization of the Healthcare sector until 2025 (E-health-2025) and a roadmap for its implementation by September 1.
By the end of 2021, 17.4 thousand units of computer equipment will be purchased at the expense of the IFI (partially, the remaining funds will be allocated from the state budget).
In addition, the saved funds from public procurement will be used for digitalization.
