From July 1, 2021, nursing will be included in the list of activities that self-employed people can engage in. Special education requirements are defined for them.
The corresponding decree was signed by the head of state. The document states that from the beginning of July, family medical centers and polyclinics are allocated 10 thousand, and from January 1 next year-an additional 10 thousand full-time mid-level medical workers. Due to this, they will form "medical teams", as well as expand the coverage of the population.
It was decided to review the system of training and advanced training of mid-level health workers and their qualification requirements, functions, powers, and responsibilities.
From the beginning of next year, 10%, and from January 1, 2023, an additional 10% of the current bed capacity of central district (city) hospitals, funded from the state budget, will be maintained by providing paid medical services.
The document also says that from July 1, 2021, non-governmental medical organizations are allowed to provide services to the population with field visits and the creation of"medical points".
The Ministry of Health was instructed to introduce a system for issuing orders for receiving free medical care by November 1, 2021, using the Unified Register of Social Protection information system, as well as to establish a list of diseases that are treated at the expense of the state budget. For this purpose, an additional 80 billion soums will be allocated in republican specialized medical centers in 2021.
The Ministry of Health also organizes a fund to support and attract gifted and qualified medical specialists to medical institutions. The Ministry of Finance will allocate 50 billion soums to the Fund in 2021.
Another innovation was the transformation of the National Chamber of Innovative Healthcare, which will be joined by the Republican Center for Issuing Licenses and Conducting Certification of Doctors and Pharmacists from July 1, 2021.
